Climate Change, UNFCCC, Women Delegates Fund6 / 2 / 2023
The 58th session of the subsidiary bodies (SB58) took place from 5 to 15 June 2023 in Bonn, Germany. WEDO staff members were on the ground to provide technical analysis and capacity strengthening, as well as to lay a strong foundation toward COP28 with advocates from the Women & Gender Constituency (WGC).
A Global Stocktake of the Paris Agreement is conducted every five years; this year, there was a final discussion at SB58 before the Global Stocktake is finalized at COP28.
The WGC contributed a submission to the Global Stocktake and views it as an opportunity for countries to assess the gender responsiveness of their climate policies and actions. Countries can use the GST to identify ways to enhance gender equality, including by assessing gender-differentiated impacts of climate change, highlighting the role of women and marginalized groups in climate action, and ensuring gender-responsive means of implementation.
A workshop (Technical Workshop 6) was held in Bonn related to the new collective quantified goal, set to be agreed on by 2024. WEDO and the WGC are advocating for the goal to go well beyond the US$100 billion target agreed upon in 2009, be informed by the needs and priorities of developing countries, and be provided in the form of grants.

SB58 also included discussions around the second replenishment of the Green Climate Fund. As part of the Green Climate Fund (GCF) observer network of civil society, Indigenous Peoples, and local communities, WEDO is calling for an ambitious replenishment that more than doubles the resources committed under the GCF. Together with the governments of Mexico and Germany, WEDO will host a dinner to bring together climate finance actors from Member States, civil society, and the GCF to advance a strong replenishment that promotes rights-centered, gender-responsive climate finance.
One of the important outcomes of COP27 was the establishment of a Loss and Damage Finance Facility. At SB58, there was a meeting of the Transitional Committee on Loss and Damage—the mechanism set up to provide recommendations on funding arrangements. As the process will conclude at COP28, the WGC is advocating for a new fund to be set up under the UNFCCC with guiding principles that include human rights and gender equality.
We left COP27 with the establishment of a new work program on just transition, with Parties affirming that a global transition to low emissions provides opportunities and challenges for sustainable development. A first discussion on the new just transition work program took place in Bonn, where WEDO advocated to center gender, care, and social protection in any just transition framework.
While there were no formal negotiations planned for SB58, two dialogues and one meeting were convened under the gender action plan (GAP). WEDO also hosted a dinner on advancing gender under the UNFCCC with the governments of Sweden and Liberia.
At COP27, Parties conducted a mid-term review of progress on the five-year gender action plan, which the Women and Gender Constituency criticized for its lack of substantive outcomes and exclusion of gender advocates throughout the review process. Nevertheless, the decision generated a handful of action points, including requiring a July 31, 2024 submission on progress toward implementing the GAP.
In preparation for the Bonn Climate Conference, WEDO held its traditional Women Delegates Fund “Night School.”
