Tools supporting Parties and other stakeholders in preparing submissions under Deliverable A.3.9 of the Belém Gender Action Plan
An informal group of experts engaged in implementation of the UNFCCC’s Gender Action Plan (GAP), including the Women’s Environment and Development Organization (WEDO), Kaschak Institute for Social Justice for Women and Girls, World Resources Institute, UNSRID, and other key stakeholders, prepared these tools to support Parties in preparing submissions under Deliverable A.3.9 of the Belém GAP (Decision 7/CP.30).
What is Deliverable A.3.9?
It invites Parties and other stakeholders to submit findings from (and/or processes created to conduct) national assessments on issues related to gender and climate change at the nexus of other key emerging issues such as, but not limited to, health, violence against women and girls, and care work. Submissions are due in March 2027. They are expected to inform a dialogue at COP 32, as well as ongoing workshops at the international and regional levels.
Why this matters now
This submission process comes at a crucial moment for GAP implementation. What Parties submit, and how robustly, will shape the evidence base for future work, financing decisions, and follow-up activities across the whole framework. Coordinated action now will help build an important early foothold.
The National Assessment Support Tools include:
- Options Paper, providing options on what Parties and other stakeholders may wish to include, how they can draw on existing evidence, and what steps they can take to generate additional inputs where needed.
- Presentation on the GAP and Deliverable A.3.9
These tools are not a fixed or mandatory template but are available as a resource for Parties. They do not represent official UNFCCC guidance.

What is the GAP?
The Gender Action Plan puts the Lima Work Programme on Gender into practice, translating the UNFCCC's broader commitment to gender equality into concrete actions, actors, indicators, and timelines across every area of climate policy. Parties first adopted the GAP at COP23 in 2017 and adopted an enhanced version at COP25 in 2019; the Belém GAP marks its most recent renewal, agreed at COP30.
